If you purchased a cellular booster in the USA with FCC ID 2AJAN-SMF13CPAL, it is possible the power level for one representative modulation (AWGN) in some of the operating bands was between 1.06 dB to 2.55dB below the minimum 17dBm uplink power requirement.
